The renovation of the chimney and the installation of four rooflights is considered to maintain the appearance of the existing house and does not harm the character and streetscene of the area or neighbouring amenities and as such accord with General Policy 2 (b) (c) (g) of the Strategic Plan 2016.

1.0 THE SITE - 1.1 The site is Lezayre, Quarterbridge Road, Douglas a detached house located on the southeast of Quarterbridge Road and close to its junction with Selborne Drive.
2.0 THE PROPOSAL - 2.1 This application seeks retrospective approval for the renovation of the chimney and installation of four rooflights (one of which is on the outbuilding).
3.0 PLANNING HISTORY - 3.1 Alterations and erection of single storey extension was APPROVED under PA 19/00602/B.
4.0 PLANNING POLICY Site Specific - 4.1 The site is within an area designated as Predominantly Residential in the Area Plan for the East. Strategic Policy - 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o General Policy 2 (b) (c) (g) PPS and NPD - 4.3 There is no planning policy statement or national policy directive considered materially relevant to this application.
5.0 OTHER MATERIAL CONSIDERATIONS Strategy and Guidance - 5.1 The Residential Design Guide (July 2021) contains the following guidance that are considered materially relevant to the assessment of this current planning application: o Chapter 5 Architectural Details
6.0 REPRESENTATIONS - 6.1 Douglas Borough Council has no objection to this application (09.08.2024). - 6.2 DoI Highway Services states there is no highway interest in this application (02.08.2024).
7.0 ASSESSMENT Elements of Assessment - 7.1 The key considerations of this application are its impact on the house itself, the character and streetscene of the area and neighbouring amenities. Design of the House Itself - 7.2 The renovation of the chimney and the four rooflights are not considered to harm the design of the house as a whole. Character and Streetscene - 7.3 The renovation of the chimney and the four rooflights are not considered to harm the character of the area. Neighbouring Amenities - 7.4 The three rooflights on the lower level are not considered to create additional overlooking. The top rooflight serves a bathroom so it's considered to have an acceptable impact on overlooking.
8.0 CONCLUSION - 8.1 The renovation of the chimney and the four rooflights maintains the appearance of the existing house and does not harm the character and streetscene of the area or neighbouring
amenities. Therefore, it is considered to comply with the General Policy 2 of the Strategic Plan and the Residential Design Guide July 2021 and is recommended for an approval.
