The application sought permission to place a mobile classroom unit, containing one classroom and toilet facilities, next to the existing nursery mobile at Ballasalla School on Douglas Road, Ballasalla. The unit was needed to accommodate the school's incoming pupil intake from September 2024. The Planning Committee acknowledged that mobile classrooms are not the most beneficial addition to the streetscene or to the quality of school facilities. However, given the immediate operational need to meet the upcoming intake, the committee judged the proposal acceptable on balance. Permission was granted subject to two conditions, with the decision made by the Planning Committee under delegated authority.
The committee accepted that while a mobile classroom is not ideal in streetscene or educational terms, the pressing need to accommodate the September 2024 school intake justified approval on balance. The proposal was found to comply with relevant Isle of Man Strategic Plan policies covering general development, community facilities, environmental impact, and transport.
Condition 1
- 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Condition 2
- 2. All pedestrian hardstanding areas on the approved plans shall be implemented before first occupation of the classroom unit. Reason: To ensure that the classroom is readily accessible for all intended users.
