The application sought permission to install a replacement mobile classroom, including one teaching space and toilet facilities, at Ballasalla School on Douglas Road, Ballasalla. The new unit was needed to meet the school's intake requirements for September 2024, replacing existing temporary classroom units already on site. The Planning Committee acknowledged that mobile classrooms are not the most beneficial addition to the streetscene or to the long-term provision of school facilities. Although mobile classrooms are not ideal in streetscene terms, the educational necessity was judged to outweigh that concern on balance.
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Condition 2
All pedestrian hardstandings shown on the approved plans shall be implemented before first occupation of the classroom unit. Reason: To ensure that the classroom is readily accessible for all intended users.
