The application proposed demolishing the former Empire Garage Showroom, workshop, and garages on Marine Parade, Peel, and replacing them with seven dwellings. The scheme included a new road, off-street parking, drainage works, and alterations to Gib Lane to improve highway safety. The site sits within a Conservation Area, so the layout, scale, and density of the proposed development were central planning considerations. Committee granted permission, finding that the development makes highly efficient use of a previously developed urban site, preserves the character and appearance of the wider Conservation Area, and provides a good standard of living for future residents without harming the amenities of neighbouring properties. The highway alterations to Gib Lane were specifically identified as delivering improved road safety.
The committee was satisfied that the scheme reuses a brownfield site efficiently, respects the Conservation Area in terms of layout, scale, and density, and avoids harm to neighbouring residential amenity. Sufficient off-street parking is provided, and the alterations to Gib Lane were judged to improve rather than worsen highway safety. The development was found to comply with the relevant policies of the Strategic Plan (2016).
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
Prior to the occupation of the development hereby approved, integrated swift nest boxes and bat bricks must be erected in the locations shown on the "Proposed House Type Floor Plans Elevations and Sections Marine Parade (Drawing No. P-03 A)" and "Proposed House Type Floor Plans and Elevations Stanley Road" (Drawing No. P-02 A). The approved nest boxes and bat bricks must thereafter be retained in perpetuity.
Condition 3
No domestic external lighting shall be installed unless it follows best practise as detailed in the Bat Conservation Trust and Institute of Lighting Professionals Guidance Note 8/23 on Bats and Artificial Lighting (2023).
Condition 4
The highway works on the approved plan (ITB19672-GA-001 Rev K) shall be completed prior to the occupation of the approved development, and thereafter maintained as such in perpetuity.
Condition 5
Prior to the occupation of the development, the alterations to Gib Lane; vehicle manoeuvring, parking and turning areas; pedestrian areas; bin storage and cycle parking facilities as shown on the approved plan (PO1 Rev B) shall be undertaken strictly in accordance with the approved details and retained thereafter as such in perpetuity.
Condition 6
No development shall commence, including any demolition works, until sample details of wall cladding, roof finishes, windows and external doors have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details and be retained thereafter.
Condition 7
No development shall commence, including any demolition works, until panels of the facing stonework, including any copings or movement joints, have been erected on site (or an alternative location) and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details and be retained thereafter.
