Permission was granted for a three-storey extension on the north elevation of Beach House, Stanley Mount East, Ramsey, along with extensions to the lower ground floor. The proposal also sought to vary a condition attached to an earlier permission to allow up to three bedrooms across the whole house to be used as tourist accommodation during the TT and Manx Grand Prix periods. Beach House is an unusually designed part-three/part-four-storey dwelling set on sloping ground to the east of Stanley Mount East, southwest of Queens Pier. The property has an existing planning history, and this application represents an alteration to a previously approved scheme. The application was assessed against its impact on the dwelling itself, the character and streetscene of the surrounding area, highway safety, parking, and neighbour amenity. Officers recommended approval and the decision was made under delegated authority, subject to five conditions.

Transport Policy 7: The Department will require that in all new development, parking provision must be in accordance with the Department's current standards. The current standards are set out in Appendix 7. 11.5.4 New development can have a significant impact in terms of the traffic generated by it and the impact on the various modes of travel. The Department considers that proposals which are likely to be significant traffic generators should be accompanied by a Transport Assessment(1) which should look at all modes of transport including access by public transport, cycling and on foot.

Business Policy 13: Permission will generally be given for the use of private residential properties as tourist accommodation providing that it can be demonstrated that such u se would not compromise the amenities of neighbouring residents.
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the external surfaces, including roofs, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details.
Condition 3
All new windows shall be painted timber double hung vertical sliding sashes with joinery details to match the originals, and shall be retained as such.
Condition 4
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification) no extension, enlargement or other alteration of the dwelling(s) hereby approved, other than that expressly authorised by this approval, shall be carried out, without the prior written approval of the Department.
Condition 5
The tourist unit hereby approved may only be used no earlier than three days before the first practice associated with the TT races & MGP Festival of Motorcycling and up to three days after the last race in each event. No permission is given for the use of the approved tourist unit between the two events and must revert to additional living accommodation associated with the main house Beach House.
