NOTE. The condition will not be fully satisfied until the latter parts of the condition are also complied with, which require the landscaping to be implemented in accordance with the approved plans and retained permanently for the hard landscaping and maintained for a period of 5 years for the soft landscaping.

1.0 Description - 1.1 The proposed application 23/00935/B for the variation of condition 1 for 94/00914/B to the proposed building must be used as accommodation ancillary to the Grange and must not be occupied as a dwelling in its own right and physical alterations which include reslating of roof, replacing windows, creation of a patio, recladding of building, replacement of door, demolition of porch and installation of two flues was approved on 14.02.2024 subject to 3 conditions one of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition 3 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:
No development shall be commenced until a hard and soft landscaping scheme has been submitted to and approved in writing by the Department. Such a scheme shall include details, at least relates to the boundary between the Grange and The Glebe House, of all walls, fences, trees, hedgerows and other planting which are to be retained; details of all new walls, fences and other boundary treatment and finished ground levels; a planting specification to include numbers, density, size, species and positions of all new trees and shrubs; the location of grassed areas details of the hard surface treatment of the open parts of the site and a programme of implementation.
All hard and/or soft landscaping works shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed in writing with the Department. Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department. All hard landscape works shall be permanently retained in accordance with the approved details.
Reason: In the interest of safeguarding the amenities of neighbouring properties and to ensure the provision of an appropriate landscape setting to the development.
2.0 Proposal - 2.1 The applicants have now submitted a cover letter which includes there plans for planting as well as photographs showing their proposals. The letter explains the implementation of laurel hedging on the boundary between the grange and the old rectory garage as a screen for both properties as well as the planting of 2 Griselina which have since been replaced by Laurel as per the Ecosystem Officer's instruction and Elaeagnus shrubs as well as the retention of trees to screen the summerhouse from Glebe House, there is no additional hardstanding beyond the included patio in front of the summer house which was part of the original application.
3.0 Consultation - 3.1 The Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 14.05.2024, after their review of the submitted documents, they advised that the included Griselina is an invasive species and should be removed from the planting list. The applicant has done so and replaced it with Laurel.
4.0 Recommendation - 4.1 In this instance of the submitted application and the revised information for the discharge of condition 3 cover letter and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 3 of application 23/00935/B with the understanding that all hard and/or soft landscaping works shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed in writing with the Department. Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department. All
hard landscape works shall be permanently retained in accordance with the approved details.
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
