Officer’s Report THE APPLICATION SITE
1.1 The application site is within the curtilage of Shellag, Chapel Hill, Bride which is a two storey detached dwelling situated to the East of Bride village. The property is located upon the North Eastern side of the road that leads South East from the A16 bride to Point of Ayre road, past Lambhill and towards the A10 road. THE PROPOSAL - 2.1 The current planning application seeks approval for the removal of the existing garage door and installation of uPVC centre opening door with fixed glass panels on either side. PLANNING HISTORY - 3.1 There are several applications upon the site of which was PA16/00657/B for "Alterations and erection of an extension to dwelling," which was Permitted. PLANNING POLICY - 4.1 The site lies within a land use of miscellaneous and an area recommended for residential development on the Bride Village Study 1991. The site is not within a Flood Risk Zone but is within a proposed Conservation Area.
4.2 Given the nature of the residential property and the land designation paragraph 8.12.1 and General Policy 2 from the Isle of Man Strategic Plan 2016 are most relevant to its assessment which set out the general standards towards acceptable development, followed by Transport Policy 7 in connection with Appendix 7. REPRESENTATIONS - 5.1 The following representations can be found in full online, below is a short summery;
5.2 Highway Services have considered the proposal and state "No highways Interest." (02.04.24)
5.3 No comments have been received from Bride Commissioners at the time of writing this report. ASSESSMENT - 6.1 There is a general presumption in favour of extensions or alterations to existing properties as per Paragraph 8.12.1 of the Isle of Man Strategic Plan 2016, where such works would not have an adverse impact on either adjacent properties or the surrounding area in general.
6.2 The proposal within this application is to change the front elevation garage door into a uPVC door with glazing on either side. The location of the property means that the garage door is seen from the main road, whilst this is the case, it should be noted that the neighbouring property to the East, already has windows within their single storey side extension. As such it's unlikely that the proposal would have an impact upon the streetscene.
6.3 The proposal due to its location would not impact the neighbouring property to the East and as such is deemed acceptable from this point.
6.4 Lastly it's noted that the proposal is removing a car parking space from within the garage, whilst this is the case, it was noted from the officers site visit that there was more than ample parking on the parking apron in front of the property, that the removal of the garage would not impact the parking available on site.
I can confirm that this decision has been made by the Acting Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
