The property is located in a rural location close to St.Mark’s and accessed off Mullinaragher Road, with the only immediate neighbour being an adjacent cottage, Ballajeroi.
The site consists of a two storey stone built cottage with a large timber outbuilding that is used as a garage/workshop. There is also a lean-to greenhouse attached to the garage and a timber stable building at the rear of the garden. There is off road parking in front of the property directly off Mullinaragher Road, as well as access to the timber garage with a hardstanding area. There is also a driveway between the house and garage that leads to the rear of the property where there is a turning circle with parking for a further 3 vehicles.
2.0 The New Proposal
The timber garage/workshop and attached lean-to greenhouse are in a poor state of repair, and the proposal is to replace them with a new double garage with a studio/workspace above.
The garage will have a rendered masonry wall at ground floor, with the upper floor having larch or cedar cladding to reflect the style of the original building. The roof will be natural slate to match the main house, with new upvc glazed doors and windows (Colour: Dark grey).
An external timber stair will lead to the upper floor where the roof space will be used as a studio/workspace, with a dormer window and a small balcony looking out over the agricultural parcel of land and view out to South Barrule. The multi-use space will act as a retreat from the main house and take advantage of the elevated views.
The scheme replaces the existing single garage with a new double garage in the same location. It has no adverse impact on the existing vehicular access or provision for on site parking. The opportunity will also be taken to provide suitable E.V charging points within the new garage.
The existing garage workshop has an electricity and water supply which will be extended and modified to suit the new building.
The drainage to the main house is via soakaways for the surface water and a septic tank for the foul water. The new toilet facility to the studio is to connect to the existing foul system. The surface water is to discharge to a new soakaway located in the garden area where there is more than adequate space to locate it away from buildings, boundaries and trees.
The replacement garage is approximately the same footprint and in the same location as the original. The materials and external finishes are chosen to be sympathetic to the main dwelling and appropriate for the rural location.
The building is well away from the neighbouring property (Ballajeroi) and so there is no overlooking or impact on their privacy or amenity space. The new garage, as is the case for the existing building, will be screened from view from the main St.Mark’s Road by the mature boundary trees and therefore will have no visual impact on the local area.
The first floor studio space is purely to enhance the clients enjoyment of their land and to provide a workspace and retreat from the main house. The applicant is fully aware that there is no provision within planning legislation for a new dwelling within the countryside, and that the garage and studio must remain ancillary to the main dwelling. It can not be let or sold as a separate dwelling. They would have no objection to this being made a condition of the planning approval.
