We propose to change the use of Argyle House (Marina Road, Douglas, Isle of Man, IM1 2HQ), from the current use - Office space (Class 2.1) to a Sandwich Shop (Class 1.1), Food and Drink (Class 1.3) and an Assembly and Leisure (Class 4.4), called Dougie Butties. The change of use relates to the ground floor and cellar of the building, the upper floors are to remain as residential apartments.
The shop/cafe will operate Monday to Saturday. Events (such as small live music performances, music theme nights, art exhibitions and film screenings etc) will take place on selected Evenings.
We intend to apply for an Alcohol and Entertainment License although, this will not prevent the cafe/shop side of the business Operating.
Within 200 metres of the premises, on the high street and around the Villa Marina, there are similar businesses; Sam Webbs - Pubic House, Sir Norman’s - Hotel Bar and Restaurant Davisons Ice Cream - Cafe and Ice Cream Parlour, Frank Matchams Bar and Restaurant, IOM Tattoo - Cafe and Tattoo Shop
We feel that this is an appropriate location for our business. Although, our combination of cafe and events space will make us unique in the area.
We also intend to make external alterations to the property, these are solely decorative in nature and do not include any structural changes. The paint work on the walls, railings, windows and doors will be removed, the surfaces restored where necessary and repainted. We intend to have a removable access ramp on the left doorway. Full details of these alternations are provided within this application pack.

ISSUES TO CONSIDER Noise from the cafe or Events - Daily noise levels from the cafe/shop will be kept low, with background level music. Any louder events will be held in the events space in the basement area, to minimize noise heard by neighbours.
Litter - All efforts will be made to reduce litter outside the shop and the area will be cleared regularly to ensure that no cups or wrappers are left to blow away. There will also be ashtrays placed outside for smokers. For takeaway orders, compostable containers will be used whenever possible to lessen any environmental impact.

Bin Storage is kept at the back of the property in a small courtyard. The courtyard is secured by a back gate with lock.

The railings are in great need of repainting. Windows are in great need of repainting. The external walls are in great need of repainting, but seem structurally sound.
The left hand door entrance has a ramp as opposed to stairs, but needs some slight alterations in order for it to become a practical entrance for wheelchair users.

Along with the colour change to external windows, walls and doors, we proposed the following additional changes
Large advertising board displaying company logo. approx: 1.5m x 1.5m
Advertising window vinyl’s applied to internal side of glass. These would display messages such as ‘freshly prepared sandwiches’ for example.
Flange poles to hold a mesh banner. Similar to that used on Douglas promenade to account for strong winds.
Hanging baskets of foliage securely fixed to external walls.
External A-board would be placed further down the road closer to footfall traffic. This would be taken down and stored internally during bad weather and outside of operating hours.
A non-permanent wheelchair ramp would be secured into place, but stored internally outside of business operating hours.
