This application sought permission to extend a two-storey semi-detached house at 4 Grenea Cottages on the A5 New Castletown Road in Rushen. The works included a two-storey extension to the side, a single-storey extension to the rear, removal of an existing rear workshop, and widening of the vehicular access. The Planning Committee refused the application on 13 September 2012, despite the case officer recommending approval. The sole stated reason for refusal was that the proposal did not provide adequate parking for the enlarged property. The Committee considered that the shortfall in parking was likely to result in vehicles parking illegally, in awkward positions, or in the lay-by directly opposite the property. Given that the site sits on a busy road with an unrestricted speed limit, this was judged to pose an unacceptable risk to both drivers and pedestrians.
The Planning Committee refused the application because the proposal did not provide enough parking to meet the needs of the enlarged dwelling. This was judged likely to lead to illegal parking, difficult manoeuvring, or use of the lay-by opposite the property, all of which would undermine road and pedestrian safety on a busy stretch of the A5 with an unrestricted speed limit. The case officer had recommended approval, but the Committee reached a different conclusion.
