MINOR CHANGES APPLICATION TO AN EXISTING PLANNING APPROVAL REF: P.A. 15/00978/B - LAND AT KIONDHOOAG, FOXDALE, ISLE OF MAN. NOTES TO ACCOMPANY APPLICATION.
Manx Roads manual designation of road and footpath design differed from the original Manx Roads 2 guidance in styles and widths, under which this application was submitted. Whilst the road and footpaths approved could be constructed, the design of the roads and footpaths as approved under 15/00978/B subsequently does not comply to be accepted for adoption.
It is generally considered desirable to have new roads and footpaths adopted and it is our client's wish also, upon completion of the scheme. The changes are small throughout, the road layout generally follows that of the approved. The main entrance from the highway is unchanged, apart from the widening of the footpaths, the previous standard being 1.8 m , they are now shown as 2 metres. This change to footpaths is throughout the whole scheme to provide 2 metre width. Carriageway widths have increased to follow the design requirements of the manual. The roadway from the entrance area south is designated a "street" and the requirement is for it to be 5.5 m wide, therefore where it was not previously, it now is to those width requirements The cul-de-sac east to west between house blocks from A-C and G-F is now under the "cul-de-sac" designation requiring a minimum width of 4.8 m . Generally, the increased width has been accommodated by a slight reduction in property frontages, which given the space affected is not material to the overall design, which remains. The site was that designated as a play area, but is now redundant (due to an agreement with the Patrick Commissioners for a commuted sum in place of developing a play area in this position), now partly used to accommodate the design requirements of the street with the remainder of that area allocated to 'open space'.
Therefore, the application seeks to have the small changes relative to the amended road design. The application, as approved is therefore essentially intact.
