The original approval was accepted in part because the glazed, angled balcony screen was not considered objectionable in visual terms. The row of properties derives part of its character from matching details, and the columns would sit in a prominent position disrupting that uniformity. The application failed to meet the requirement that a minor changes application must not cause an approval that previously complied with planning policy to cease to do so.
The application was refused because adding two columns to the front elevation would introduce a negative visual element in a prominent position, materially changing the impact on the streetscene and the proposed Conservation Area compared to the original approval. This meant the minor changes application failed the test that it must not cause the original approval to fall out of compliance with planning policy.
