This application sought permission to change the use of a horse livery yard at Lapwings, East Foxdale Road, Eairy, Isle of Man, into a dog day care centre. The Planning Committee refused the application on 11 October 2019, in line with the officer's recommendation. The committee accepted that the site's location was in principle suitable for the proposed use. However, the existing vehicle accesses were found to have inadequate visibility in both directions onto a public road where traffic travels at derestricted speeds. The additional vehicle movements that a dog day care operation would generate were considered likely to create a harmful impact on highway safety.
