This application sought alterations and improvements to two existing bus stops on The Parade in Castletown, a site split across two parcels of land on opposite sides of the road. During the application process, a proposed new bus shelter in front of numbers 2 and 3 The Parade was withdrawn following concerns from the Registered Buildings Officer about its prominent position near listed buildings. Despite the officer recommending approval, the application was refused by the committee on 1 May 2019. The key reason was that the proposed new paved area on the northern side of the square was considered likely to make an already difficult and potentially unsafe situation worse, increasing conflict between vehicles entering and leaving the long stay car park, pedestrians, buses, and other parked vehicles. The decision identified harm to both vehicular and pedestrian safety as the grounds for refusal.
The application was refused by the Department of Environment, Food and Agriculture. The committee decided that the proposed new paved area on the northern side of the square would worsen an already unsafe situation where vehicles using the long stay car park conflict with pedestrians, buses, and parked vehicles. This was considered harmful to both vehicular and pedestrian safety. The officer had recommended approval, but the committee reached a different conclusion.

Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. 7.30 Development adjacent to Conservation Areas 7.30.1 It is often the case that important views into and out of a Conservation Area can contribute significantly to its character. It is necessary to assess the impact any development adjacent to conservation areas may have on such views.
