This application sought permission to convert and extend the former Ship Inn on Hope Street, Castletown, to create a single residential dwelling. The works were proposed in association with a related listed building consent application. The Department of Environment, Food and Agriculture refused the application on 21 June 2019. The decision found that while the existing building is not traditional in style, it has a distinctive, quirky character that makes it easily identifiable, particularly through its two-storey element on the Mill Road elevation. The proposed extension was considered to increase the built form in a way that is strikingly different in form, mass, and materials from both the existing building and its surroundings. A key concern was that the additional floor area proposed at roof level would remove the only traditional element of the Mill Road elevation from public view, resulting in a design and appearance that would harm the character and appearance of the area.
The application was refused because the proposed extension and conversion would increase the built form in a way that is strikingly different in terms of form, mass, and materials from both the existing building and surrounding buildings. Together, these changes were judged to have a detrimental impact on the character and appearance of the area.

Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. 7.30 Development adjacent to Conservation Areas 7.30.1 It is often the case that important views into and out of a Conservation Area can contribute significantly to its character. It is necessary to assess the impact any development adjacent to conservation areas may have on such views.
