This application sought permission to alter and extend the rear of a detached bungalow at 22 Birchleigh Close, Onchan. The property sits at the entrance to a 1970s-style residential cul-de-sac. The application was refused by the Head of Development Management under delegated authority. Two formal reasons were given: the proposed extensions were considered out of keeping with the street scene of Birchleigh Close and Hilberry Road due to their size and cumulative mass, and the rear elevation would appear unbalanced with the front of the dwelling. Additionally, first-floor windows proposed on the south-facing rear elevation were found to present a high risk of overlooking the habitable rooms of neighbouring properties at 8, 9 and 10 Birchleigh Terrace.
The application was refused on two grounds. First, the size and cumulative mass of the proposed extensions were considered out of keeping with the street scene and the character of the dwelling, with the rear of the building appearing unbalanced relative to the front. Second, proposed first-floor windows on the rear elevation were judged to pose a high risk of overlooking and loss of privacy for neighbouring properties at 8, 9 and 10 Birchleigh Terrace.
