1.1 The site represents the curtilage of existing offices situated at No.1 Cooil Road, Braddan. The building is a two-storey building situated within an industrial area. - 1.2 There is an annex situated at the rear end of the office building which previously served as a toilet, extending from the filling room.
2.1 The application seeks approval for the removal of an existing ground floor annex attached to office and the creation of a door canopy, the alteration, enlargement of windows, as well as the replacement of existing windows on the rear end of the building. PLANNING HISTORY - 3.1 The application site has been the subject of a single previous planning application which is considered relevant to the assessment of this current planning application.

4.1 In terms of local plan policy, the application site is within an area recognised as being within predominantly industrial use under the Braddan Parish District Local Plan (South) 3, 1991.
Additionally, the Planning Circular 6/91, the written statement that accompanies the local plan, is considered to be specifically material to the assessment of this current planning application. Policy 3.3 allows the conversion of existing structures in preference to new ones.

5.1 Representation from the Department of Infrastructure (DOI) Highways Division confirms that there is no highways interest in the letter dated 11 April 2019.
5.2 Senior Forester has not commented on this application at the time of drafting this report, and so it is assumed that there are no objections to the application.
5.3 Manx Utilities Authority No response has been received by deadline for comments (26.04.2019). It is, therefore, assumed that there is no comment on the application. - 5.4 Braddan Parish Commissioners confirms that there is no objection to the planning application in the letter dated 11 April 2019.
6.1 The key elements proposed by the planning application are considered to be relatively minor and unobjectionable. The proposed door canopy, the enlargement of windows, as well as the replacement of existing windows do not create adverse effects on public amenity,
private amenity, highway safety or any other obvious material planning consideration. As such, the proposal is concluded to accord with the provisions of General Policy 2 of the Isle of Man Strategic Plan 2016. Hence, the proposed development which is intended to improve functionality within the office area is welcomed.
RECOMMENDATION It is recommended that the planning application be approved.
