Permission was granted for the erection of 20 industrial units arranged in three separate blocks on plots adjacent to Block F at Balthane Industrial Estate, Ballasalla, Isle of Man. The application was submitted by Dandara Commercial Limited and decided on 21 November 2019. The site is a roughly rectangular area situated to the north east of an existing row of industrial buildings, where the existing units are all similar in design, finish, and height. The proposal was considered in that established industrial context. The Department of Environment, Food and Agriculture approved the application under delegated powers, in line with the officer's recommendation, subject to compliance with three conditions.

Transport Policy 7: The Department will require that in all new development, parking provision must be in accordance with the Department's current standards. The current standards are set out in Appendix 7. 11.5.4 New development can have a significant impact in terms of the traffic generated by it and the impact on the various modes of travel. The Department considers that proposals which are likely to be significant traffic generators should be accompanied by a Transport Assessment(1) which should look at all modes of transport including access by public transport, cycling and on foot.

Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
The units hereby approved may be used for general industrial purposes or for storage with or without associated distribution. Reason: to clarify the extent of the approval.
Condition 3
Prior to the occupation of any building the car parking and manoeuvring areas shown on drawing APL 221 shall be provided and remain free from obstruction thereafter and remain available to the users of the corresponding industrial unit. Reason: To ensure that the strategic plan car parking standards are met in the interest of highway safety. This decision relates to drawings APL 220, APL 221, APL 222, APL 223, APL 224 and APL 225 all received on 1st October, 2019.
