The proposal involved demolishing the existing buildings at 25-26 North Quay, Douglas and constructing a new mixed-use building. The ground floor would provide dining and support facilities for a restaurant or bar use, with six residential apartments on the floors above. Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
No customers shall remain within the bar/restaurant hereby approved outside the hours of 08:00 and 23:00 (Monday to Saturday) and 09:00 - 15:00 (Sundays).
Condition 3
The development hereby approved shall not be occupied until bicycle and bin stores have been provided in accordance with details which have first been approved in writing by the Department and the stores shall be retained as such thereafter.
Condition 4
The development hereby approved shall not be occupied until the Flood Mitigation Measures as set out in paragraphs 6.3.1 - 6.3.4 of the Design Statement (date stamped as having been received 21.12.18) are in-place and they shall be retained as such thereafter.
Condition 5
Prior to any works taking place, including internal works to any of the existing buildings on site, bat surveys shall be undertaken by an agreed expert to establish the presence or absence of bats in the internal roof space.
Condition 6
Before the commencement of works, details shall be submitted to and approved in writing by the Department setting out the method of construction and ensuring the safety and stability of the adjacent registered building.
Condition 7
No development shall commence until a scope for a 'building recording survey' to Level 2 has been submitted to and approved in writing by the Department.
Condition 8
The development hereby approved shall not commence until a schedule of works has been submitted to and approved in writing by the Department.
Condition 9
The apartments hereby approved shall not be occupied until the development approved under planning approval 18/01333/RB and Registered Building Consent 18/01334/CON has been implemented and completed.
