Amended Plans Justification Statement
Amended plans to PA 12/01692/B for erection of heating growing shed, shed for staff welfare, greenhouse / conservatory & siting of polytunnel in association with creation of nursery and access (partial retrospective)
The amended siting of the structures is all within the middle part of the site approved for such structures. The front western part of the site is needed for the public accessed raised bed nursery area and to provide car parking facilities.
During the peak season the nursery now employs 1 full time and 6 part time people so requires staff welfare facilities. Not all the employees are on site at the same time. Transport is shared so parking as approved previously is adequate.
To save on the cost of constructing separate buildings the staff welfare facility which was to be in the front western half of the site is to be combined in the same building with heated growing shed. This has resulted in the concrete slab supporting it being extended. This shed is now to be constructed of breeze block and faced on its northern and eastern sides with Manx stone traditionally laid.
A 2m high wall links this to the east to an area where a display garden will be created with a Victorian style green house / conservatory in it supported on its own concrete slab. This has a dwarf wall which will also be faced in Manx stone traditionally laid. The northern edge of this structure will have a 4m high wall. The intention is to illustrate to people what garden designs can be achieved with the plants grown organically at Y Gharey.
North of this the fixed polytunnel approved under PA 12/01262/B has been re-orientated to north-east-south-west. It is protected on its east and south sides by a wind break mesh fence. The potting shed is now west of the heated growing shed with a non-fixed polytunnel (which does not require planning consent) in between the two. This is all within the area denoted for such buildings in PA 12/01262/B.
Once construction is complete the surrounding areas will be tidied up. All the wild areas previously denoted on the earlier application are in existence. The access has been created and maintained as proposed under PA 12/01262/B.
The concrete slabs, part of the heated growing shed with its revised construction and the walls for the greenhouse / conservatory have been commenced. The potting shed and fixed polytunnel have been constructed in their resited (from the previous approved plans) locations and have been in full productive use for the past two seasons.
Access to and car parking for Y Gharey remain as approved in PA 12/01262/B. The eastern part of the site which is denoted a wild area in PA 12/01262/B also remains as previously indicated in PA 12/01262/B.
