Highway Comments: The proposed garage conversion would remove a car parking space from the site although it is noted that the plan shows that the garage is not currently used to park a car.
The parking standards require 2 car parking spaces for the dwelling which should accord with the minimum dimensions in the 'Manual for Manx Roads' (MfMR) design guide and also provide a suitable width footpath to the dwelling front door. The driveway area therefore needs to be at least 5.9m wide and 5.5m in length to comply with the MfMR.
The site plan shows 2 parking spaces of size 2.4m x 4.8m which is unacceptable as this does not comply with the MfMR. However, it would be possible to comply with the MfMR if the existing site parking area was widened by 1 metre which would need to be secured via a planning condition.
Summary
Highway Services does not oppose the application subject to a planning condition for the existing driveway to be widened, prior to occupation of the development, to provide a minimum hard surfaced parking area of 5.9m in width. This is to enable 2 cars to park on the site, facilitate suitable pedestrian access to the dwelling front door and to comply with the parking standards and the 'Manual for Manx Roads' design guide.
A Section 109A Highway Agreement will be required to widen the existing vehicular access across the adopted footway with dropped kerbs.
