Officer’s Report THE SITE
1.1 The site is the residential curtilage of an existing dwelling which sits on the western, coastal side of the A4 between Knocksharry and Peel. The dwelling sits between another residential property, Whitestrand, and a shed relating to Whitestrand Farm although this is not included within the applicant's ownership according to the submitted location plan. - 1.2 The dwelling is visible from the highway. The building is longer than the average Manx farmhouse and has eaves level peaks (three) across the front elevation. A single storey stone annex and a brown coloured framed conservatory have been added to the front, all leading to a more modern than traditional character to the building. THE PROPOSAL
2.1 Proposed is the removal of the peaks and the installation of replacement roof material, using Cupa 12, a natural slate material. PLANNING POLICY - 3.1 The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as not for a particular purpose and of high landscape value and scenic significance. As such, there is a presumption against development as set out in General Policy
3 and Environment Policies 1 and 2, the latter advising that the protection of the character of the landscape is a principal consideration in developments in such areas.
4.1 The dwelling was created through the conversion of an outbuilding and has been altered through a succession of applications, none of which are considered relevant to the current proposal, only to illustrate that the building is not in its original form. REPRESENTATIONS - 5.1 Highway Services indicate that they have no highway interest in the application (05.03.19).
5.2 German Parish Commissioners have no objection (07.03.19). - 5.3 Lhergydhoo Farms Limited who own land adjacent to the site have no objection to the application but express concern at inaccuracies in the land ownership indicated in the submitted plans (07.03.19).
6.1 The removal of the peaks will improve the appearance of the property and will restore some of its traditional character and is supported. The use of alternative natural slates will have a neutral impact on the character and appearance of the building. CONCLUSION - 7.1 The works comply with EP2 in protecting the character of environment, perhaps even enhancing it and as such the application is supported.
7.2 The land ownership implied in the submitted documents is not a material consideration in this case but an informative note clarifying this on the decision notice may be helpful.
