1.1 The application site is the curtilage of Ballakermeen High School, off St Catherine's Drive, Douglas. The school is established and has been subject to a substantial number of Planning Applications since its original construction. - 1.2 The main vehicular access to the school is provided from Westminster Drive with the majority of parking being provided on the roadway that intersects the playing fields and the main school building. THE PROPOSAL
2.1 The current planning application seeks approval to erect a 20 bike shelter, with additional helmet storage, which is to be 5.4m by 4.12m with a height of 2.36m. The bike shelter will have its own concrete base. The shelter is mainly of steel and PETg Sheeting. - 2.2 The bike shelter is to be situated to the northern end of Ballakermeen High School closest to the entrance from Westminster Drive. PLANNING HISTORY
3.1 The previous planning applications are not considered to be specifically material in the assessment of the current application. PLANNING POLICY - 4.1 The site lies within an area zoned as an Area of Buildings for Civic, Cultural and Other Special Use (Secondary school) on the Douglas Local Plan Order (Map 2) 1998.
4.2 Of specific relevance to the assessment of this application is General Policy 2 of the Isle of Man Strategic Plan 2016 General Policy 2 states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

5.1 Highway Services have No Highways Interest in this application (20.08.19).
5.2 Douglas Corporation have considered the proposal and have no objection (14.08.19). ASSESSMENT 6.1 The key issue to consider in the assessment of this planning application is the potential impacts upon the visual amenities of Ballakermeen High School and any possible impacts to the neighbouring properties.
6.2 The bike shelter itself is situated to the rear of Ballakermeen high school close to a car parking area and an outside sitting area, which is fenced off.
6.3 The structure itself, is of metal with a plastic outer and will not look out of place within a school setting due to the way a school is structured. - 6.4 The bike shelter will bring a sense of security for active travellers which will help ensure that bike owners use the bike shelter to leave their bikes. The bike shelter will also work towards the Isle of Man Active Travel Strategy, May 2018. - 6.5 Due to the location of the bike shelter the shelter will have a minimal impact on any neighbouring properties.
7.1 For the above reasons the proposal is considered to comply with General Policy 2 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
