1.0 THE SITE 1.1 The application site is the curtilage of 2 Derby Road, Peel, an semi-detached property situated on the southern side of the road.
2.0 THE PROPOSAL 2.1 This application seeks approval for the installation of a replacement front door.
3.0 PLANNING STATUS 3.1 The application site is located within an area identified as being Mixed Use by the Peel Local Plan; the site is also within the Peel Conservation Area. 3.2 Due to the site identified being within a mixed use and due to the proposal the following policy is relevant in the determination of the application:-
"Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

5.0 REPRESENTATIONS 5.1 No written representations have been received.
6.0 ASSESSMENT 6.1 Environment Policy 35 requires development within Conservation Areas to preserve or enhance the character and appearance of the area. In this case the proposed door would have the same pattern and design of door including the horizontal and vertical glazed panels. In all other respects the proposal would also try to replicate the existing in terms of design.
6.2 A concern with the proposal is the proposed thickness of the vertical and horizontal glazing bars as the existing bars are timber in construction, which generally has a thinner thickness compared to uPVC which can appear thicker.
6.3 However, discussion with the Conservation Officer it was noted that the existing door is not likely to have been the original door type. Therefore it is considered difficult to warrant a refusal on the grounds that the proposal would not be preserving the conservation area; given the existing is not the original.
6.4 It was also noted when visiting the area that the existing property and a number of nearby properties have uPVC windows and doors installed. Furthermore, it is considered the proposed design of the door would be more in keeping than a number of door types in the vicinity.
6.5 Consequently, whilst is would be preferable for the new door to be timber, for the reasons indicated it is judged that the provisions of EP35 would be met by this proposal.
7.1 Overall, the proposal would comply with relevant policy as stated within the Isle of Man Strategic Plan for the reasons given and therefore it is recommended that the application be approved.
8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d) and should be afforded interested party status:

8.2 The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

This approval relates to the installation of a replacement front door as proposed in the submitted documents and drawings 0067, 0067 A, 0067 B and 0067 C all received on 1st May 2012.
