The application site is the curtilage of Roselea Cottage, Dalby, Patrick, a detached dwelling situated on the eastern side of Main Road.
This application seeks approval for the installation of replacement windows. Specifically the first floor window on the southern (side) elevation and a first floor window on the eastern (side) elevation would be replaced. The windows are within a relatively modern extension to the property and are not particularly traditional in form being horizontally proportioned, albeit divided by both vertical and horizontal glazing bars. The new windows would be similar to the existing but the horizontal glazing bars would be omitted.
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. As the property was built before 1921, planning permission is required for the installation of replacement windows.
The following previous planning applications are considered relevant in the assessment and determination of this application:
87/01406/B - Extension to form study, playroom/conservatory and extra bedroom. This was permitted. 97/02044/B - Installation of uPVC windows to front elevation. Permitted.
The Highways Division does not oppose this application. Patrick Parish Commissioners have made no comment on this application.
The main considerations in the assessment of this application are whether the proposed windows would adversely affect the character and appearance of the dwelling so as to be harmful to public amenity.
The existing windows are within a newer section of the building and as such are not historic features of the property. The design of the windows is similar to the existing although the horizontal glazing bars would not be reproduced. This is not considered to be a significant change and would not cause any demonstrable harm to the character of the property.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Patrick Parish Commissioners Accordingly the following parties are not granted Interested Party Status: The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of replacement windows as shown by 1. Location, 2. Elevations and 3. Elevations all received 14th December 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
