1.1 The application site represents the curtilage of the detached residential property, Mullen Rhenass, Rhenas Road, Cronk Y Voddy, German which is accessed from the A3 via Little London. The property sits within its own substantial grounds and is surrounded by mature trees. The building is not a traditional Manx dwelling judged by the criteria set out within Planning Circular 3/91. The Rhenass River runs around the northern boundary of the site.
2.1 The application seeks approval for erection of a detached double garage and garden store with storage space above. The proposed garage would have an overall width of 12.1 metres, a height of 5.6 metres (measured from front elevation) and a maximum depth of 5.2 meters. The extension would result in the garage block having a total depth of 7.9 metres.
2.2 The application is to provide secure garaging for the applicants vehicles and garden equipment (ride-on mower, garden maintenance and grass-cutting equipment etc). Currently, five vehicles are parked on site as personnel and business-related transport.
3.1 The application site is located within an area identified as being "white land" by the 1982 Development Order and as such represents the open countryside. There are no policies within the Isle of Man Strategic Plan 2007 that are considered specifically material to the assessment of this current planning application.

5.1 German Parish Commissioners and the Highway Division have no objection to the proposal.
6.1 The main issue which requires considered in the determination of this proposal is whether the proposal be an appropriate form of development, in terms of visual amenities within the countryside.
6.2 In terms of the visual appearance the existing dwelling is well screened from the adjacent highway due to the substantial amount of landscaping between the northern boundary of the site and the highway. Even during autumn and winter periods when tree/bushes are leafless, the visual appearance of the proposal would be limited due to the density of landscaping in the area.
6.3 Overall, it is considered the proposed garage would not have significant impacts upon the visual amenities of the area.
6.4 There can be concern that the accommodation above the garaging could be used for living accommodation. However, due to the proposed ridge height, limited floor area and roof pitch the accommodation above would leave only a limited area where a person could stand up straight, therefore it is considered the accommodation would not provide an acceptable space for living accommodation.
7.1 Overall, the proposal would comply with relevant policy as stated within the Isle of Man Strategic Plan for the reasons given and therefore it is recommended that the application be approved.
8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d) and should be afforded interested party status:

8.2 The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to erection of a detached double garage and garden store with storage space above as proposed in the submitted documents and drawings PD 001, PD 002, PD 003 and PD 004 all received on 19th April 2012.
C 3. The proposed garage/stores may be used only in association with the main dwelling house "Mullen Rhenass" and for purposes incidental to the use of main dwelling house "Mullen Rhenass" as a single dwelling and for no commercial purposes.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager/ Senior Planning Officer.
