This application sought approval in principle for the erection of a farm worker's dwelling on part of a field at Glashen Farm, Douglas Road, Ballasalla. The proposed site is a small area of approximately 60m by 20m, accessed via the farm lane leading from the Castletown Road (A5) to the farmyard. Glashen Farm sits on undulating land that falls from the A5 in the south east toward a river valley before rising again to the north west toward the A26 St. Mark's Road. The application was considered and decided by the Planning Committee. Permission was granted on 30 May 2012, subject to six conditions.
The Planning Committee approved the application in principle on 30 May 2012. The proposal was for a farm worker's dwelling on a small plot of approximately 60m by 20m within Glashen Farm, accessed via the existing farm lane off the Castletown Road.
New agricultural dwellings will only be permitted in exceptional circumstances where real agricultural need is demonstrated.
Housing Policy 7: New agricultural dwellings will only be permitted in exceptional circumstances where real agricultural need is demonstrated. 8.9.3 In judging whether the need is sufficient to over -ride other policies, particular regard will be had to:- (a) the previous or proposed severance of land and buildings; (b) the agricultural justification for sub-division of a farm; (c) the long -term viability of new or unproven agricultural enterprises such as small - holdings, market gardens, or horticulture; (d) the extent to which the applicant's employment in agriculture is only part-time; and (e) in the case of a retiring farmer, whether the proposal would result in vacation of an existing farm dwelling for agricultural use, and whether the applicant would continue to assist in the operation of the farm.
Condition 1
Approval of the details of design, external appearance of the building, internal layout, means of access, landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Planning Authority in writing before any development is commenced.
Condition 2
The application for approval of the reserved matters shall be made to the Planning Authority before the expiration of two years from the date of this permission.
Condition 3
The development to which this permission relates shall begin within 4 years of the date of this permission or within two years of the final approval of the reserved matters, whichever is the later.
Condition 4
This permission relates to the principle of the erection of a farm worker’s dwelling in the location shown in the drawings received on 13th April, 2012.
Condition 5
The proposed dwelling should be single storey and designed in accordance with the principles of Planning Circular 3/91 - Design of Residential Development in the Countryside.
Condition 6
The dwelling may be occupied only by a person or persons engaged or last engaged solely in agriculture; or a widow or widower of such a person, or any resident dependants.
