The site represents the residential curtilage of Cooline, Grove Mount, Ramsey, which is part of a pair of two storey semi-detached properties, located on the northern side of Grove Mount.
Proposal
This application seeks approval for the erection of cedar boarding to rear elevation of dwelling (Retrospective).
Land Use Zoning
The site has been zoned under the Ramsey Local Plan as being within an area of “Predominately Residential” use; the site is not within a Conservation Area.
Planning History The following planning applications are considered relevant in the assessment and determination of this application:-
Erection of an extension - 08/00117/B - APPROVED Erection of a detached timber garage and summer house - 05/92386/B - APPROVED Installation of metal flue to rear elevation - 02/01787/B - APPROVED Extension to dwelling - 00/01568/B - APPROVED Representations Highway Division:- "Has no adverse traffic management, parking or road safety implications." The owners/occupiers of Glendown, Grove Mount, Ramsey have commented to the application which can be summarised as; no objection to more modern methods of building, however concerns about the visual impact of Cedar cladding.
Assessment The proposal is a rather modest alteration to the existing dwelling. The Cedar boarding which has been installed to the rear elevation does not result in the entire rear elevation having cedar boarding installed. The boarding runs from the mid-point of the first floor windows up to eaves level.
The proposal is a unique design feature to this type of property in the area. However, this does not necessary result in a automatically refusal of the application, but requires the potential impact upon the visual amenities of the street scene and of the property itself.
In term of the potential impact upon the visual amenities from public views and street scene, the proposal would have a very limited impact. The alteration is only apparent from limited and distant places from Cooil Breryk (cul-de-sac) to the rear of the application site.
In terms of the visual appearance of the Cedar boarding, it was quiet evident that the boarding has lost its orange colour and has turned to a paler colour, almost white in colour. It could be argued that the boarding could be painted, but this could be the case anyway, by painting the render.
The property is not a Registered Building, nor within A Conservation Area. The proposed contemporary scheme has resulted in a half render, half Cedar boarding is a visual improvement to the property which previous had a plain painted render finish, which was not especially attractive.
Recommendation Overall, for the reasons set out in this report, it is considered the proposal would comply with the relevant policies as indicated within the Isle of Man Strategic Plan and therefore it is recommended that the application be approved.
Party Status The following parties meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Ramsey Commissioners Glendown, Grove Mount, Ramsey
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
