The site represents the residential curtilage of The Old School, Cronk Road, Ballaugh which is a single storey building which was once the old school house. The site is located on the eastern side of the Cronk Road and south of the Cronk.
This application seeks approval for the installation of replacement uPVC windows and door.
The application site is within an area recognised as being an area of 'White Land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
There are no previous planning applications which are considered relevant in the assessment and determination of this application.

The Authority has received no other privately written representations objecting to the application.
The proposal would replace existing timber casement windows with uPVC casement windows. The existing windows are top hung casements which have panelled glazing bars within each window. The proposal would install perhaps a more tradition method of opening (majority of windows), with a 50/50 split, top opening casement windows. The new uPVC windows would not have panelled windows.
The arched window fronting the public highway will again be replaced by an uPVC arched window again without the glazing panel design.
Overall, the property is neither within a Conservation Area nor a Registered Building. The proposal would be an acceptable form of development, especially given a number of extensions to the northern and southern elevations have result in the loss of the traditional character of the building.
Notwithstanding the extensions, the proposal would still be an acceptable form of development, in keeping with the property.
Overall, for the reasons set out in this report, it is considered the proposal would comply with the relevant policies as indicated within the Isle of Man Strategic Plan and therefore it is recommended that the application be approved.
The following parties meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Ballaugh Parish Commissioners The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of replacement windows as proposed in the submitted documents and drawings 10/85/01 and 10/85/02 all received on 13th December 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
