Officer's Report

Introduction

1. This application seeks approval for the installation of a replacement front door in an end of terrace property in a residential area, the site is also within a Conservation Area. The application is considered to be acceptable and is in accordance with the relevant policies of the Isle of Man Strategic Plan.

The Site

1. The application site is the curtilage of 49 Hildesley Road, Douglas which is an end of terrace property situated to the southern side of the highway. The property does not have the original windows or doors.

The Proposal

1. The application seeks approval for the installation of a replacement front door. The replacement door would be of a more traditional design than the existing and would be of composite construction. The door would have twin glazed panels in the top section the bottom two panels would be solid, the door would be finished in white.

Planning History

1. Permission was granted in 1995 for the installation of replacement windows.

Development Plan Policies

1. The application site is in an area zoned as "Predominantly Residential" identified on the Douglas Local Plan 1998. It is appropriate to consider General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).

1. General Policy 2

Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

a) Is in accordance with the design brief in the Area Plan where there is such a brief; b) Respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) Does not affect adversely the character of the surrounding landscape or townscape; d) Does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; e) Does not affect adversely public views of the sea;

7. Environment Policy 35

Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.

Consultations

1. Douglas Corporation has no objections.

Assessment

1. The proposed door would be of a more traditional design than the existing. It is considered that the proposal would significantly enhance the appearance of the property and in turn would contribute to the character and appearance of the Conservation Area.
2. For the above reasons the application is considered to be acceptable and is recommended for approval.

Party Status

1. The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2.

This permission relates to the installation of a replacement door as shown in drawings 0064, 0064B, 0064C and 0064D received 28th March 2012 and 0064A received 18th April 2012.

I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager/ Senior Planning Officer.
