The following application is to be assessed against the criteria set out in Part 3 - Minor Changes Applications of the Town and Country Planning (Development Procedure) Order 2019 specifically Articles 21, 22, 23 and 24.
BASIS OF APPLICATION
- 21(1) This is the only minor changes application that has been made in respect of any particular grant of planning approval.
- PASS - relates to 21/00494/B and no other MCH application shave been received for this application.
- 21(2)(a) The Minor Change Application relates to the grant of planning approval in respect of a building
- - PASS - relates to the exterior appearance of the garage
- 21(2)(b) The application specifies what minor changes are being sought
- - PASS - the application form specifies that the application proposes: Change pf external wall finish from painted render to natural oak cladding. Omit stone bands above garage doors. External staircase to be natural timber rather than masonry and glass
- 21(2)(b) The application specifies why the applicant considers the minor changes to be of a minor nature PASS - after requesting additional information the agent on behalf of the applicant have provided the following in part; "We further believe the amendments are minor as there is nothing that will increase the impact of the building, indeed it will be significantly reduced for two reasons:
- 1. The darker natural timber coloured Oak cladding will stand out far less than white painted render. This fact is witnessed by the Planning Committee requesting on numerous occasions for new buildings elsewhere to be finished in darker colours rather than the white paint finish prescribed in 3/91.
- 2. Notwithstanding my clients undertaking that the proposed garage will never be separated as a dwelling from Ballaterson Manor we do understand there is a concern that this should never happen. The construction of the building in the amended manner with timber cladding rather than masonry will only further reduce any likelihood of this ever being possible."
