Planning Statement Submission

In his conclusions, the appointed person who heard the appeal against the initially approved planning submission, PA10/01632/B, stated:
> 24. I conclude that there should be no outright bar on the development of the site which involves a single dwelling within the developed areas of the plan. The preservation of the rural character of the village remains an important consideration, both under the local plan and under Environmental Policy 42, and although this has to be balanced against Strategic Policy 1 which seeks the efficient use of land, there are strong reasons within the plan to avoid "town cramming".
With reference to the appeal against the subsequent, also initially approved, planning submission, PA11/01199/B, the appointed person stated:
> 26. The previous appeal decision (PA 10/01632/B) has established the principle that the site can be developed for residential purposes. Having considered the provisions of the St John's Local Plan, including Policy RES/P/S, the Inspector in that case concluded that there "should be no outright bar on the development of the site which involves a single dwelling within the developed areas of the plan". The covering letter to the notice of refusal indicated that the Minister concurred with the appointed person's conclusions. The reasons for refusal related to matters of detail, and did not invoke any objection to the principle of residential development.
This application is being submitted to officially confirm the principle that a single dwelling can be constructed on the site, pending the future submission of an application in detail once the plan for the site has been finalised by the applicants.
