The application proposed a minor amendment to the roof material of an outbuilding already approved under planning permission 20/01116/B, which granted consent for a replacement dwelling and new garage/agricultural building. The change affected only the roof covering and did not alter the footprint, scale, or nature of the approved development. Officers assessed the proposal against the formal criteria for minor changes and found it passed on all counts. Although parts of the site carry a surface water flood risk, the outbuilding itself is not in the affected area and the roof change would not materially alter drainage conditions. The amended roof was considered to visually reduce the building's impact as seen in the wider landscape.
The application was approved because the roof change did not increase the size or scale of the development, did not alter its nature, introduced no new or increased impacts on neighbouring properties or the environment, and kept the scheme compliant with the development plan and relevant planning policies. It was judged genuinely minor and did not warrant a fresh full application.
