The application proposed minor changes to the window arrangement on the replacement dwelling previously approved under planning permission 19/01441/B. The alterations affected the eastern elevation (facing the sea) and the western elevation (facing the highway). Specifically, the changes involved installing a larger window in the upper floor of the pitched roof section on the eastern elevation, centralising the ground floor window below it, elongating the approved window in the centre of the pitched roof element on the western elevation, and centralising the ground floor window below that too. The officer assessed the proposal against the Isle of Man minor change criteria. The changes did not increase the size or scale of the building, did not alter the fundamental nature of the development, and did not cause the scheme to fall out of compliance with the development plan or relevant policy. No new or increased adverse impacts on neighbouring properties or the environment were identified.
The application passed all the required minor change tests: it did not increase the building's size or scale, did not change the nature of the development, maintained policy compliance, and introduced no new adverse impacts on neighbours or the environment. On that basis it was permitted by delegated decision.
