The approved garage under planning permission 20/00648/B had to be shifted approximately 1 metre away from the boundary between Ballakinnag New House and Ballakinnag House. This was required by a structural engineer's design for a retaining wall, and no other changes were made to the building's location, style, or size. The application was assessed as a minor change under Articles 21–24 of the Town and Country Planning (Development Procedure) Order 2019. The officer found that the shift did not increase the scale of the development, did not change its nature, did not create any new or increased adverse impacts on neighbouring properties, and did not undermine the basis on which the original approval was granted. The change was judged to be genuinely minor and within the threshold for a minor change application rather than requiring a fresh full application.
The relocation was accepted because it did not alter the size, scale, or nature of the approved garage, introduced no new impacts on neighbouring properties, and kept the development compliant with the relevant development plan and policy framework. The structural reason for the shift was clearly explained and the change was considered de minimis in planning terms.
