PROPOSED
Proposal to planning for erection of compost storage and machinery workshop with new facility at Ballaneven compost ltd, Poortown road, St Johns.
RECEIVED

Introduction
Ballaneven compost ltd is an established small family run business operating for over ten years specialising in the recycling of green waste to produce compost and topsoil along with firewood, wood chip and other associated products.
The site comprises at current of a 50m x 50m concrete pad for production of compost, a smaller pad for the storage of waste material and porta cabins to act as offices.
At present all machinery repairs are done outside in the elements, there is no dry storage to store finished products and all bagging of finished product is done outside, this is not suitable for sustainable productivity.
Proposed building
Access will be off Ballaneven's main driveway with a small concrete apron to the front to allow for unloading and loading.
The proposed building is to be of steel portal construction with green box profile sheeting to the roof and cladding. It will have two doors, one on each gable.
The floor will be of concrete construction to store the compost and implements in the dry.
The building will be designed in a way that it will not have limited visual impact on the surrounding area by using the sites existing topography of steep sided banks, the building would be invisible to anyone on the Poortown road and landscaped in such a way to ensure it is sympathetic to the surrounding area.
Purpose of new building
The purpose of the proposed building is threefold:
- The storage of finished products out of the rain and wind to ensure a higher quality and more consistently finished product ready for the retail market.
- The storage and maintenance of plant and machinery to ensure they are kept out of the elements for as long as possible.
- Office, archive, wash facilities, drying facility and canteen all requirements of Health & Safety (welfare) regulations.
Storage of finished products
At present there is not an area of the site with suitable shelter for the storage and bagging of finished product away from harsh winter conditions. An important part of the proposed building

would be providing bays for the storage of our 5mm compost and our lawn dressing mix. Both of these products are susceptible to rain and do not react well to water and become ruined very quickly.
Another important part of the building would be a bagging and bagged product storage area. This would allow us to store finished bagged product without the risk of it becoming wet and unsellable.
Storage and maintenance of machinery
At present Ballaneven compost own 5 large pieces of machinery for the recycling of green waste and production of compost. It also owns two vehicles for the delivery of finished products.
Currently all of the maintenance of this plant and machinery and transport is done outside, at present there is nowhere to store any spare parts or to store machinery that is not used at times during the year. Mr Kneen is an experienced and qualified mechanic and would like to service the vehicles in a safe and watertight area required for vehicle maintenance.
Office facilities and welfare
At present the site office and archive storage is kept in a porta cabin as it has been for some time. This porta cabin is reaching the end of its useable life typical of many temporary buildings of this sort and becoming beyond economical repair.
The current set up is not compliant with all Health & Safety (welfare) regulations and requires new facilities to make it more compliant and less of an eyesore on the landscape.
