RE: Planning Application 17/00824/B. Field 224308. Ballamoar Farm, Ballamoar Lane, Ballaugh, Isle of Man. Erection of extension to existing Stables. Aaron Curphy, Cronk Olaf, Ballamoar Lane, Ballaugh.
I have owned and occupied Ballamoar House, Ballamoar Lane for 33 years. I have previously submitted objections to application for stables - historically operated as Pig Hill Stables - as follows; Planning Application 08/00547/R Retrospective and Enforcement. Approved by the Planning Department under delegated powers. Refused on appeal by Appointed Inspector David Ward. Refusal subsequently approved by the Minister. Planning Application 08/00548/R Retrospective Manege Field 224308. Decision as above. I now present my objections to this Planning Application 17/00824/B Field 224308.

I enclose base map showing relationship between my property Ballamoar House and field 224308 site of proposed extension to Stables.
Referring to original Retrospective-Enforcement Application 08/00547/R. In his summary, following his refusal recommendation at appeal, Inspector David Ward made the following statement:- Policy EP20 sets a firm test.ww
It cannot be ignored and to permit this type of Development in an area designated as being of High Landscape Value and Scenic Significance would so harm the policy as to make it unworkable.
This is not an old policy which might have been overtaken by other events. It was subject to public examination in teh recent production of the Strategic Plan.
It should be upheld if the Planning System is not be brought into disrepute.
One needs to be perspicacious with regards to this planning application.
This is Unwarranted Development in the countryside and if approved it will set a precedent for further large scale Development of this commercial business, being operated in an area designated as being of High Landscape Value and Not Zoned for Development.
Ballamoar Farm Limited have recently concreted a section of Ballamoar Lane and have created a passing place.
Referring to Planning Application 08/00547/Retrospective and Enforcement and Statement of Case by Applicant Aaron Curphey. It is stated that passing places have never been in need, and no passing place has been constructed until recently.
Any increase in traffic - private vehicles, Horse Boxes, Trailers etc. along Ballamoar Lane generated by this proposal is concerning.

As is entering and exiting of Ballamoar Lane via A3 main road, TT course.
This is used primarily for the parking of Horse Boxes, Horse Transporters and Farm Vehicles.
Surrounding the existing Building there is a driveway to the rear (West Side) and an existing driveway to the South Side. These are used as a drive-through for vehicles including Horse Boxes - entering and exiting the parking area - exiting on the Southside of the Building and onto Ballamoar Lane.
Given the proposed extensions - vehicles - including Horse Boxes - must have room to operate on the South Side without encroaching (and accessing) the existing manage, and on the West Side without encroaching out of field 224308 into agricultural field 224309.
This issue is not clear or covered in this planning application. Thank you for your kind attention.
