Richmond Travel, 44, Strand Street, Douglas, Isle Of Man, IM1 2el
Carrera Digital Ltd applied for consent to erect a digital advertisement board on a building at the corner of Strand Street and Howard Street in Douglas. Strand Street is a pedestrianised thoroughfare, and the building's façade is openly visible within the streetscene and from Loch Promenade to the east. The application was refused on 16 January 2017. The decision found that the digital hoarding would display a variety of changing images advertising generic content with no connection to the building, which would create unwarranted clutter harmful to the character and appearance of the area. The officer's recommendation was also to refuse, and the decision was made on a delegated basis by the Department of Environment, Food and Agriculture.
The application was refused because the proposed digital hoarding would display a variety of changing images advertising generic content unrelated to the building. This was judged to create unwarranted clutter that would harm the appearance of the area, particularly given the building's prominent position on Strand Street and its visibility from Loch Promenade.
