Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 2, Business Policy 10
The proposal is to create a sandwich bar/deli on the ground floor of the building. The net floor space of the unit will be approximately 32 square metres. The retail function of the unit is very small and would not adversely affect the vitality and viability of Douglas Town Centre.
The application is also proposing to install two fire exits for the café/bar and to enclose an area beneath the existing canopy to create a glazed extension for the sandwich bar. The care/bar was granted planning permission on the 27th May 2010 under planning permission 10/00382/B. Some of the alteration for a café/bar have already been carried out. This application is proposing addition alterations to the front elevation of the café/bar.
The insertion of the fire doors is relatively minor alterations which will not adversely affect the visual amenities of the streetscene.

In respect of the glazed extension, the proposal is relatively modest and fits in beneath the existing canopy. The glazed extension will not project beyond the canopy. It is considered the proposal will not adversely affect the visual amenities to the streetscene.
RECOMMENDATION It is recommended that planning permission be granted subject to conditions. PARTY STATUS
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Highways Division of the Department of Transport is now part of the Department of Infrastructure of which the planning authority is part of. As such, the Highways Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to alterations, erection of an extension and creation of a sandbach bar/deli as shown in drawing numbers 10-2337-01 and 10-2337-02 date stamped 2nd December 2010.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
