Officer’s Report THE SITE
1.1 The site is a piece of grassed land which sits alongside the private estate road which serves Murray's Lake Drive and sits between the front of number 63 and the rear of number 51 and
1.2 The area is characterised by expanses of grass which separate communal parking areas. There is a proliferation of on-street parking with many of the houses not having their own onsite spaces. THE PROPOSAL
2.1 Proposed is the finishing of an area of grass with tarmacadam for the purpose of providing more car parking spaces, four in number. The area will be 10m wide and 4.8m long. A similar, but slightly wider, similar area sits to the south west. PLANNING POLICY - 3.1 The site lies within an area for Tourist Accommodation in Parkland on 1982p. This use has never been implemented as when the Mount Murray estate was approved, it comprised a hotel with an estate of buildings which were authorised for use as residential, offices or tourist accommodation and all of the units were developed as residential units.
3.2 Given the above, the relevant Strategic Plan policies are those which require that development has no adverse impact on highway safety, the character of the area or the living conditions of those in nearby residential property - General Policy 2 and that the needs of pedestrians will be given the same weight as those of other road users (Transport Policy 6). PLANNING HISTORY - 4.1 The estate was approved in the early 1990s since when there have been various applications for the buildings which are presently in situ. REPRESENTATIONS - 5.1 Santon Parish Commissioners requested a deferral on 3rd August until 3rd September, but did not believe that there would be an objection.
5.2 Highway Services indicate that they have no interest as the site is served by a private road network (23.08.17). ASSESSMENT - 6.1 The application is made by the Murraywoods Management company for the benefit of the estate rather than for a single user or occupier. It is therefore understood that the parking spaces are desired by those who live in the vicinity and are for their communal benefit, rather than having parked vehicles in front of individuals' properties.
6.2 The proposed space will not occupy any space which is particularly important or which contributes especially to the amenities of the area and having a few more on-street vehicles removed into these spaces will improve the overall appearance of the area.
6.3 The application is recommended for approval.
