Officer's Report
The Application Site
- The application site comprises the curtilage of the detached residential property (Mullen Rhenass) that is located on Rhenas Road in Cronk Y Voddy, German. The property, which is accessed from the A3 via Little London, sits within its own substantial grounds and is surrounded by mature trees. The building is not a traditional Manx dwelling judged by the criteria set out within Planning Circular 3/91. The Rhenass River runs around the northern boundary of the site.
The Proposal
- The proposal comprises the installation of three solar panels on the roof of the dwelling.
Planning History
- Whilst the application site has been the subject of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Planning Policy
- In terms of land use designation the application site is not designated for any site specific purpose under the Isle of Man Planning Scheme (Development Plan) Provisional Order 1982.
- There are no policies within the Isle of Man Strategic Plan 2007 that are considered specifically material to the assessment of this current planning application.

- At the time of writing no representations had been received.
Assessment
- The proposed development is considered to be relatively modest and largely unobjectionable. The solar panels are not intrusive and given the size and position of the dwelling together with screening afforded by existing mature trees they are unlikely to be particularly visible outside of the application site.
- The proposal does not unduly affect public amenity, private amenity or highway safety. There are no other obvious material planning considerations.
Recommendation
- It is recommended that the planning application be approved.
