Proposed amendments to previously approved scheme - PA 15/01186/B, Jacksons, Development of multi franchise car dealership, Cooil Road, Braddan, Isle of Man.
The planning approval for PA15/01186/B was issued on 2nd June 2016. This application is for minor amendments to the approved scheme which have arisen during the technical detailing of the proposals for construction purposes.
For consistency, the proposed site area of this application has been indicated to be the same as that approved by PA15/01186/B, including the area required for the roundabout, although an alternative location is now proposed for the site drainage treatment.
The proposed use, form and scale of the proposed development remains effectively the same as the approved scheme. The purpose of this planning application is to regularise the minor changes.
For ease of reference, the amendments from the approved scheme are outlined below; Site Layout
The drainage proposals for the extant approval is shown on drawing 15-058-01A. This involved the storm water being attenuated on site and then piped underground down the valley to be discharged into the Middle River. The foul water would also be piped along the
same route, to a treatment plant next to the river, with the clean water outfall being discharged into the Middle River.
The revised drainage proposal is shown on drawing 15-058-01 Rev B. This involves the storm water still being attenuated on site and then being discharged into an existing storm water culvert which is located close to the site. The foul water will be piped to a small treatment plant located next to the existing farm track, with the clean water outfall discharging into new field drains. The route of the drainage pipes, from the site across the lane, has been chosen to avoid impacting on any existing trees.
This new drainage arrangement has been agreed with Manx Utilities and will allow the drainage works to be contained in a smaller overall area next to the development site and limit how far construction works has to extend into the countryside. The close location of the foul treatment plant to the site will also aid maintenance access. The only visible evidence of the drainage system will be the treatment plant housing.

The ground works, including protection of the existing Manx Utilities high pressure gas pipe, have commenced and therefore some of the proposed works are retrospective, and is acknowledged in our answer to question 11 of the planning application form.
