Officer’s Report THE SITE
1.1 The site is the residential curtilage of an existing dwelling situated on the north eastern side of Hildesley Road which comprises two terraces of very distinctive brick dwellings with castellated detailing on part of the front facades and vertically proportioned windows elsewhere within the frontages with the front doors set back from the projecting angled bays. The doors, oddly, have no windows above and this section of walling has no castellations but a simple dentilled cornice at eaves level below the slated roof. - 1.2 The terraces have uniformity in the rhythm of the bays and the rise and fall of the castellated bays but considerable inconsistency in the style of doors and windows with a great variety of timber and plastic, casement and sliding sash, brown and white frames and in terms of front doors, solid, glazed panels and half and half glazing. This is reflected in the Conservation Area Appraisal which discusses Malvern and Hildesley Roads, referring to the monochrome brickwork but does not mention any windows, doors or other materials. - 1.3 The application property has brown coloured uPVC framed casement windows and the front door retains its rectangular landscape form light above a mostly solid opening door with two vertically proportioned decorative lights in the upper part. THE PROPOSAL
2.1 Proposed is the replacement of the front door with a brown coloured composite door with two similar glazed elements but without the shape of the existing. Both are patterned glass. The door has a landscape orientated letterbox beneath the glazing and two smaller solid panels within the lower part of the door. PLANNING POLICY - 3.1 The site lies within an area designated on the Douglas Local Plan of 1998 as Predominantly Residential. The site also lies within the Selborne Drive Conservation Area. The Conservation Area Appraisal is referred to in 1.2 above. PLANNING HISTORY - 4.1 Replacement windows were approved under 01/02517/B with alterations at the rear approved under 02/01029/B.
4.2 Replacement doors have been approved as follows in the street:
04/01712/B (9), 05/00162/B (21), 07/02116/B (3), 08/00416/B (18), 09/01483/B (19), 09/01115/B (15), 11/00485/B (45), 11/01372/B (20), 12/00482/B (49), 14/00220/B (12), 14/01194/B (43), 15/00450/B (1) and 16/01303/B (29). Perhaps the most interesting of these is the last one which proposed to replace what was believed to be the original door with one more like what is proposed here. This was approved on the basis that there is a variety of doors within the streetscene and that the character and interest of the area is due to the unique brick and castellation features rather than the windows and doors.
REPRESENTATIONS
5.1 Douglas Borough Council indicate that they have no objection to the application (03.05.17). ASSESSMENT - 6.1 The doors in the properties in Hildesley Road are not a striking or important element of the character of the area, as noted in the Appraisal and in other applications for properties in this streetscene. In any case, what is proposed here is little different from what exists, perhaps less unlike others in the streetscene and for these reasons the application is considered to be acceptable. With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to the illustrations and drawings received on 13th April, 2017.
