This application sought permission to alter and extend an existing farm building at Ballacreggan Farm, Plantation Road, Port St. Mary, to allow it to be used as a veterinary practice and a separate office. The proposal also included associated parking and alterations to the existing vehicular access to improve visibility at the junction. The farm sits at the corner of four roads — Station Road, Bay View Road, Beach Road, and Plantation Road — and includes a traditional farmhouse and a range of outbuildings. The building subject to this application is finished in a combination of brick and stone under a slated roof, distinct from the lime-washed stone outbuildings alongside Station Road. The application was approved by the Committee on 9 February 2017, subject to four conditions.
The Committee approved the application in February 2017, subject to four conditions. The proposal to alter and extend an existing farm building for use as a veterinary practice and office, with associated parking and improved access visibility, was found acceptable.
The use of existing rural buildings for new purposes such as tourist or small-scale industrial/commercial use
guidance on the conversion of rural buildings
and heritage, but also an opportunity for diversification and re -use. The Department will continue to treat proposals for re-use positively, where they comply with current policy guidance namely Environment Policy 16 and Environment Policy 17, set out in the Isle of Man Strategic Plan, 2007. Manx National Heritage is likely to seek recording of such buildings and farmsteads prior to redevelopment and particular regard should be had to the Isle of Man Strategic Plan - Environment Policy 41 - in this respect.
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
The rendered extension must be coloured in a brown, grey or other colour to be approved by the Department and must stay as such unless otherwise agreed with the Department.
Condition 3
Prior to the commencement of works on site, the applicant must have had undertaken and submitted to the Department a survey for bats and owls undertaken at the appropriate time which would reveal the presence of such species which are protected under the Wildlife Act. If such a survey reveals that these species occupy or use the site, appropriate mitigation measures must be undertaken to demonstrate that neither the species nor their used habitat is damaged and the measures, as approved by the Department must be so undertaken.
Condition 4
Prior to the commencement of any other works on site, the roadside wall must be lowered to provide visibility for those using the site, by approximately 40m in accordance with a drawing to be approved by the Department, and the wall retained as such thereafter.
