Officer’s Report THE SITE
1.1 The site is the residential curtilage of an existing dwelling situated on the northern side of the main road which runs through Maughold Village. It is a modern house with a pebble dashed external finish, tiled roof and brown coloured modern styled windows and doors. The property also has a single stack which sits on one of the front pitches which extends up as far as the ridge of the roof. - 1.2 The property sits 8m from the highway and slightly higher than it. A rear garden extends some 23m to the back. - 1.3 The site sits within Maughold's Conservation Area which is rural in character. The CA has no formally adopted appraisal but there is a document prepared in conjunction with the designation, which focuses on the historic development of the area but provides little or no specific reference, as do other Appraisals, to individual buildings. The application building is without doubt a later addition to the housing stock of this otherwise traditional area. THE PROPOSAL
2.1 Proposed is the reduction in the height of the chimney stack to around half height, the erection of a greenhouse (2.4m by 3m and 2.2m high in the rear corner of the back garden. Also proposed is the replacement of the front door with a new uPVC door to match. PLANNING POLICY - 3.1 As the property is within a Conservation Area, Environment Policy 35 is applicable which seeks to preserve or enhance the character or appearance of the property. This echoes the provisions of Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man. PLANNING HISTORY - 4.1 No planning approvals have been granted in recent times: the house was built as the new vicarage in 1966 under IDO 21588. REPRESENTATIONS - 5.1 Department of Infrastructure Highway Services indicate that they have no highway interest (02.02.16).
5.2 Maughold Parish Commissioners indicate that they do not oppose the application (08.02.16).
6.2 The changes proposed to the front door and chimney are minimal and unlikely to have any significant visual impact on the character and appearance of the property, certainly not adverse. The greenhouse would, if the property did not lie within the Conservation Area, constitute Permitted Development and as the structure will not be seen, and is to the rear of a modern property, it is not considered that it will have any significant or adverse impact on the character and appearance of the Conservation Area.
6.3 The building alongside is not permanently occupied so the proposed changes are unlikely to have any impact on residential amenity and the works will not affect the use of the building nor the other way around. - 6.4 The application is considered to be acceptable and is recommended for approval.
7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word ‘Department’ to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to the plans and photographs all received on 28th January, 2016.
