1.0 THE SITE - 1.1 The application site is the curtilage of Unit 1 on the Hills Meadow Industrial Estate. The building has the appearance of a typical industrial unit. The industrial estate is located on the southern side of Peel Road, Douglas. - 1.2 The unit is located near to the the access to Hills Meadow Industrial Estate at the western end of the estate. The site lies below the adjacent highway and passers by generally look down towards the building other than when within Hills Meadow Estate itself when the building is at the same level as the estate road. There are a mix of uses within this part of Hills Meadow including printing services, microbrewery, repair services, retail, storage and car servicing and sales.
2.0 THE PROPOSAL - 2.1 Proposed are works to the building including the following:
Part demolition of single storey side extension (along east elevation) 14.4m x 3.9m East Elevation Changes
3.0 PLANNING HISTORY - 3.1 Planning approval has been granted for an extension in 1990 with various alterations to the building none of which is considered relevant to the current application.
4.0 PLANNING STATUS AND POLICY - 4.1 The site lies within an area designated on the Douglas Local Plan of 1998 as Light Industrial.
4.2 From the Strategic Plan (2016) General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.0 REPRESENTATIONS - 5.1 DOI Highways - do not oppose with comment; there will be a nett no change in parking provision. 28.04.16 - 5.2 Douglas Corporation have no objection to the application. 17.05.16
6.0 ASSESSMENT - 6.1 The impact of the proposed works will be principally the reduction in floorspace of apx 56sqm. However it is part of a much larger building and the proposals will improve access to the main part of the building for both goods and personnel. - 6.2 The other proposed works are very minor in nature and will not change the character or appearance of the building. - 6.3 The impact of these changes are also considered to be relatively minor in terms of the amenity of the surrounding area as the appearance of the site is not significantly changed to that which currently exists. - 6.4 As a result, it is concluded that the proposal complies with General Policy 2 of the Isle of Man Strategic Plan 2016.
7.0 RECOMMENDATION - 7.1 On the basis of the above the application is recommended for approval.
8.0 PARTY STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
Department of Environment, Food and Agriculture Fisheries are part of the same Department as is the planning authority and as such should not be afforded interested person status under the Order.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word
'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawing numbers SC1409/P/10-01 and SC1409/P/10-10 both date stamped received 11 April 2016.
