This application sought permission for a lighting scheme along the access road serving the newly constructed Colby Football Club, located south of Station Road in Arbory. The access road is flanked on its western edge by a row of mature and semi-mature trees and hedgerows. The proposal was amended during the course of the application. The number of lamp standards was reduced from 11 to 5, with all but one positioned south of the railway line, and the average light level was cut from 16 lux to 5 lux. These changes were made in response to concerns that the original scheme would be an intrusive feature with an unacceptable impact on the rural character of the area. The Department of Infrastructure approved the revised scheme on 17 December 2012, subject to four conditions.

The application was amended during the process to reduce the number of lamp standards from 11 to 5 and to lower average light levels from 16 lux to 5 lux, addressing concerns that the original scheme would be an intrusive feature with an unacceptable impact on the rural character of the area. The revised scheme was found acceptable and permission was granted subject to four conditions.

Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to the lighting scheme for the access road to new clubhouse and sports pitches as proposed in the submitted documents and drawings 1220-52 A and 1220-53 received on 29th December 2011 and 19th September 2012.
Condition 3
The lighting may be in use only between the hours of 1500 and 2300 Sundays to Thursdays and 1500 to midnight on Fridays and Saturdays.
Condition 4
No development shall take place until full details of soft landscaping works have been submitted to and approved in writing by the Planning Authority and these works shall be carried out as approved. Details of the soft landscaping works include tree planting along the northern boundary of the site as shown on drawing 1220-51. All planting shall be carried out in accordance with the approved details in the first planting and seeding seasons following the operation of the lighting hereby permitted. Any tree or shrub which within 5 years from the completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species unless the Planning Authority gives written consent to any variation.
