Permission was granted for the construction of two industrial units on the former abattoir site at Ballafletcher Farm Road, Tromode, Douglas, Isle of Man. The proposal also included associated parking, hard-standing areas, and a new access arrangement. The application was determined under delegated authority by the Department of Environment, Food and Agriculture, with the case officer recommending approval. Permission was granted on 26 February 2016, subject to five conditions. The site has a planning history dating back to 1998, with four previous applications recorded.
The Department of Environment, Food and Agriculture approved the application on 26 February 2016. The officer also recommended approval, and the decision was made under delegated authority. Five conditions were attached to the permission.
Business Policy 7
Business Policy 7: New office floor space should be located within town and village centres on land which is zoned for the purpose on the appropriate area plan; exceptionally, permission may be given for new office space (a) on approved Business Parks for Corporate Headquarters which do not involve day to day callers; or (b) in buildings of acknowledged architectural or historic interest for which office use represents the only or most appropriate practicable and economic way of securing future use, renovation and maintenance.
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
The building hereby approved may be used only for general industrial purposes as defined in paragraph 9.2.3 of the Strategic Plan.
Condition 3
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the first building to be completed, whichever is the sooner. Any plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Condition 4
Prior to any construction the access shown on drawing no 2553/14 20 rev B date stamped 12/01/16 shall be constructed and the visibility splays shall remain unobstructed at a height of 1.05m thereafter.
Condition 5
Prior to the occupation of any building the car parking and manoeuvring areas shall be provided and remain free from obstruction thereafter.
