Officer’s Report THE SITE
1.1 The application site comprises of the buildings and land associated with Marown School, Glen Darragh Road, Glen Vine. The school currently has 206 children registered. - 1.2 Surrounding the school is a large playing field area with sports pitches and athletics track markings, there is also an area of hardstanding for the playing of tennis and netball. At the front of the building is a large tarmac area providing an area of pick up and drop of for the parents and their children and a parking area for visitors or guests to the school. - 1.3 Along the side of the school runs a single access track to the rear, along this access on the north eastern side also sits a single row of 11 staff car parking spaces. Beyond this a large grass area leading to the boundary fence that separates the school from the rear gardens of the houses lining Main Road Glen Vine (A1). THE PROPOSAL
2.1 The proposed development is seeking planning permission for the extension of the existing staff car park to provide a further 8 car parking spaces, taking the number from 11 to 19. - 2.2 The new car parking area will extend in a northern direction between 10m and 12.5m from the existing car parking, and its new layout will provide 3 rows of 6 parking spaces with 2 turning areas at the end to service each row. One single car parking space shall remain opposite the school and adjacent to the existing sheds. - 2.3 No trees are proposed to be removed, however the development works will require the alteration of the existing ground to accommodate the new levels of the parking area and for existing lamps to be removed and relocated in alternative locations. PLANNING HISTORY
3.1 The application site has been subject to seven previous planning applications, but only one that is deemed materially relevant in the assessment of this application;
PA 00/00474/B was approved for the alterations and extension of the school and the creation of additional parking for traffic management.
4.1 The application site is designated on the 1982 Development Plan as being within an 'area of high landscape or coastal value and scenic significance'. Although the land has no significant designation it is a previously approved site and as such we can use General Policy 2 of the Isle of Man Strategic Plan 2016 as a basic guide for the development and in assessment of the application. REPRESENTATIONS - 5.1 Marown Parish Commissioners requested for the application to be deferred until their next meeting on 15/08/16.
5.2 The Department of Infrastructure has made no comment on the application. ASSESSMENT - 6.1 In terms of assessing this application it is important to consider the impact of the new car park on the surrounding neighbours and on the existing building.
6.2 Although the car park extends closer to the rear garden boundaries of the neighbouring properties there still remains a considerable distance between them. At its shortest the distance between the car park and the boundary is approx. 16m, and the shortest distance between the car park and the rear elevation of the nearest property is approx. 33m and as such it is considered that the impact of the car park extension shall be minimal.
6.3 Unfortunately there has not been a suitable opportunity to carry out a parking survey due to the school summer holidays, however in terms of use, it is expected that the main use of the staff car park will be during school hours approx. between 8am-6pm and only during school term times. It is therefore not anticipated that there shall be no additional impacts to what is occurring at present. - 6.4 The additional spaces will allow for the staff to park in their own designated area, and allow for more staff to be accommodated for in the future. This also ensures that the pick-up and drop of areas are left vacant for such use and spaces are available for visitors and guests. - 6.5 Although utilising part of the grass and playing area of the school it is considered that there shall not be a loss to the amenity of the school and there still remains a large provision of outdoor green space.
6.5 Overall it is considered that the level of development is modest and in keeping with the existing building and associated land, and it does not adversely affect the amenity of the public or surrounding area in which it sits. RECOMMENDATION - 7.1 For the reasons above the application is recommended for approval. PARTY STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:
person in whose interest the land becomes vested;
considerations with respect to the application that the Department considers material; (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawing numbers 01, 02 and 03 all date stamped and received on 11/07/16.
