Officer's Report
Introduction
This application seeks permission for the erection of a greenhouse within the grounds of a traditional dwelling within an area of whiteland. The application is considered to be acceptable and in accordance with the relevant policies of the Isle of Man Strategic Plan.
The Site
The application site is the curtilage of The Old Parsonage, East Baldwin, Braddan which is a detached dwelling set within its own grounds. The site has a gated entrance with driveway leading to the dwelling.
The site is set down from the road level and is well screened by the existing holly bushes and sycamores. There is a large garden area between the roadside boundary and the dwelling.
To the eastern side of the application site is the neighbouring property “Algare”, there is a number of agricultural outbuildings at this site.
The Proposal
The application seeks approval for the erection of a greenhouse adjacent to the roadside boundary. The greenhouse would measure approximately 2.6m x 4.9m and would be at a height of approximately 3.4m to the ridge line.
The greenhouse would be constructed of green aluminium framework above a red brick base. There would be a door in the front elevation of the greenhouse which would open inwards; the greenhouse would be fairly traditional in style and design.
Planning History
There have been a number of previous applications for the site including alterations to the main dwelling and the erection of a garage with living accommodation above, this application was in 2002 and was approved.
Development Plan Policies
The application site is in an area zoned as “white land” identified on the Braddan Local Plan 1991. There are no specific policies in the Isle of Man Strategic Plan (20th June 2007) which deal with this sort of development in the countryside. The proposed works would be within the curtilage of a residential dwelling and is appropriate to consider the impact to local residents and the impact on the countryside.

Assessment
There is provision for the erection of a greenhouse within the curtilage of a dwellinghouse, this is set out under the Permitted Development Order 2005. However, the proposed greenhouse does not comply with that set out in the Order, so therefore have had to apply for permission. The main points that the proposal does not comply with under the Order is the distance from the highway and the height of the greenhouse.
The proposed greenhouse is some distance from the neighbouring property. It is considered that the structure would not adversely affect the amenities of local residents.
Due to the height of the hedging and the level of the site in relation to the level of the road, it is judged that the proposed greenhouse would not be highly visible from the main public thoroughfare. It is considered that the proposed development would not adversely affect the character and appearance of the surrounding landscape or the locality in general.
The greenhouse would be fairly traditional in design and appearance. It is considered that this will relate well to the surroundings and the dwelling.
Whilst there are no policies relating specifically to this in the Strategic Plan, this scale of domestic development within the curtilage of a dwelling house is not unreasonable.
For the above reasons the application is considered to be acceptable and is recommended for approval.
Party Status
The local authority, Braddan Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
